On February 25, Prime Minister Narendra Modi inaugurated the cable bridge Sudarshan Setu in Dwarka, Gujarat. A video of PM Modi from the inauguration ceremony is going viral in which he is seen waving hands towards the sea. The video is being shared with the claim that despite there being no one on the side where the PM is waving, he is extending his hand and waving towards the sea. Users are making fun of him by saying that he is waving towards the fish.
The fake news peddler Sadaf Afreen (archived link) sharing the video wrote, “They are very useless people! Modi ji’s video is going viral and he is writing – “Modi ji is showing his hand to the ships in the sea.” But these people do not know that Modi ji is also the Prime Minister of fishes! Yes no otherwise!”

To verify the viral claim, we ran a keyword search using relevant keywords and found a video on the official handle of news agency ANI.

In further research we found the video of this inauguration event on the official YouTube page of PM Modi. The entire video is of 13 minutes.
In the video, at 4:35 minutes, 7:03 minutes, 8:07 minutes and at different time frames, it can be seen that a large number of people on boats are waiting for the PM in the sea. At the same time, PM Modi also waved towards the sea, where people are waiting for him. Apart from this, at the time frame of 7 minutes, the anchor also said that Modi is accepting the support of the people, a large number of people are sitting in boats on both sides of Sudarshan Setu.
Conclusion: From this research, its becomes evident that Modi was not waving towards the empty sea; instead, he was extending his greeting to the people on a boat near the beach.
