The Finance Minister, Nirmala Sitharaman, exhibited notable confidence in securing a third term, as evident in the interim budget, a sentiment echoed by Prime Minister Narendra Modi in his response during yesterday’s thanks-to-motion address. In connection to this, a video is circulating on X (formerly known as Twitter), alleging discrepancies in the reported number of houses constructed under the Pradhan Mantri Awas Yojana. While presenting the budget, the Finance Minister indicated nearing the target of constructing 3 crore houses under the Pradhan Mantri Awas Yojana Gramin. However, on February 5th, PM Modi asserted that 4 crore houses have been built under the same scheme, sparking questions about the accuracy of the information.

X user Nimo Tai tweeted, ‘3 crore banaye ki 4 crore banaye? Ki bas wohi banaya hai sab ko.’

Congress worker Vijay Thottahil wrote, ‘In a span of 1 day Modi Ji made extra 1 crore houses for poor!’

National President of Indian Youth Congress, Srinivas BV tweeted, ‘1 February 2024: Nirmala ji had built 3 crore houses for the poor in her budget speech. 5 February 2024: Modi ji built 1 crore new houses in 4 days, taking the total figure to 4 crore. Modi ji, how many 0’s are there in 1 crore?’

Parody account of radical Islamist and alleged Fact Checker Muhammad Zubair tweeted, ‘1 February 2024: Nirmala ji had built 3 crore houses for the poor in her budget speech. 5 February 2024: Modi ji built 1 crore new houses in 4 days, taking the total figure to 4 crore.’

Samajwadi Party Spokesperson Rajkumar Bhati tweeted, ‘I was listening to FM while driving in the car. It was told in the government advertisement that till now the Modi government has given houses to four crore families under the Pradhan Mantri Awas Yojana. Then the budget speech of Nirmala Sitharaman started. She told that the Modi government Has built three crore houses for the poor. I am in a dilemma. If the government has built four crore houses then why is the Finance Minister saying only three crore? And if three crores have been made then why are four crores being mentioned in the advertisement?’

Aside from this, other users on X, such as Liz/Barsha, Sury, Badrul Hoque Tapadar, Prbazuka, Manish Tiwari, and Veena Jain, have disseminated the same video, alleging that Prime Minister Modi provided misleading information about the construction of four crore houses.

Our fact-checking procedure will start with a detailed examination of the statements issued by Finance Minister Nirmala Sitharaman on February 1 and Prime Minister Narendra Modi on February 5, respectively.

According to CNBC, the Finance Minister said “We are close to achieving the target of 3 crore under the rural housing scheme. Two crore more would be constructed in the next five years,”

Contrastingly, when we tuned in to Prime Minister Narendra Modi’s remarks, he said, “Presently, four crore individuals from the economically disadvantaged strata have homes. A home bestows self-respect, acknowledging one’s abilities.”

Upon scrutinizing both statements from the Finance Minister and the Prime Minister, a distinct focus emerges. The Finance Minister explicitly addresses housing provisions for the rural poor, while the Prime Minister’s remarks encompass residences constructed by the government for individuals in need, without specific categorization into urban or rural contexts.

Further examination looked into the data concerning the total number of houses constructed under the Pradhan Mantri Awas Yojana—both Gramin and Urban. According to the PMAY-G website, 3.24 crore individuals have registered, with funds sanctioned for 2.94 crore houses, out of which 2.55 crore are fully built. Meanwhile, on the PMAY-Urban website, 118 lakh houses are sanctioned, 114 lakh are grounded, and 80.02 lakh are completed.

The Pradhan Mantri Gramin Awas Yojana, a social welfare initiative by the Indian Government, aims to provide housing for the rural poor. A parallel scheme for the urban poor was initiated in 2015.
