Modi Government planning to shut down CISF? Fact Check

A video is being circulated around social media claiming that soon CISF will be shut or can be brought under privatization.  Congress Leader Randeep Surjewala, self-claimed activist Hansraj Meena, and the member of Joint Farmers Association Himmat Singh Gurjar has also shared the same video claiming that central will now shut CISF or will privatize it in upcoming days.

FACT CHECK

Due to the caption and the speech, the video seemed suspicious. As a result, when we looked through the archives, we discovered the video is from March 6, 2022, when Amit Shah, the Union Minister for Home and Cooperation, was invited as the principal guest at the Central Industrial Security Force’s (CISF) 53rd Raising Day festivities in Ghaziabad.

Since the viral video featured the DD News logo, we took that as a clue and searched through their YouTube channel. The original video, which lasted 18 minutes and 55 seconds, was available on a YouTube channel of DD News.

In his speech, Home Minister Amit Shah said that a lot of new situations will come in front of the CISF as well.  In the journey from 2.5 trillion dollar economy to 5 trillion dollar economy, many big units will be set up in the private sector and manufacturing sector. There is also going to be a lot of private industrial production inside every sector, including the defense sector, space and drones. Taking forward the goal set by Prime Minister Shri Narendra Modi to make the country self-reliant, the CISF should create a 5-year strategy that will prepare it for the next 25 years. A 25-year plan should also be created so that, by equipping the CISF in the year of its centennial, we may recognize it as a result-giving institution.

He said that the government had made steps to address the rising demand for private security in the nation. Will the CISF be in charge of their training? Is the CISF ready to take on the responsibility for the training of private security agency which works for industrialists?

Shah said different models can be prepared for industries holding like 5000 to 10000 workers. Also, the security model for some selected areas where security is required. By doing all this work, the efficiency of private agencies will also have to be increased because CISF alone cannot ensure the security of the industrial sector of the entire country. The Home Minister said we should develop a hybrid security model in which the CISF develops the strategy but both private security agencies and the CISF are responsible for providing security. This would entail developing a comprehensive security blueprint and gradually turning it over to private security agencies.

Although many private sectors already receive security services from the CISF. The Central Industrial Security Force (CISF) is currently providing training to the security personnel of State Security Agencies as well as Public Sector Undertakings, according to information provided by the Union Home Ministry in response to a question posed in the Lok Sabha during the ongoing Monsoon Session. To advance the subject of training for private security firms, the CISF has conferred with the Central Association of Private Security Industry (CAPSI).

According to the ministry, CISF is presently deployed in 12 private sector institutions/companies. The details of deployment of CISF in private sector institutions/companies are as under:

The intent of Home Minister Shah’s statement was to set up other private security firms to operate effectively under CISF command rather than to disband CISF and transfer control to private firms.
