Arun Govil, famous for playing the role of Shri Ram in Ramanand Sagar’s Ramayana, is contesting election from BJP seat in Meerut. A video of Arun Govil is being circulated widely on X (formerly Twitter) in which he is heard talking about changes in the Constitution. Many prominent handles including political personalities have shared this video claiming that Arun Govil has said that if BJP wins 400 seats then they will change the Constitution. Samajwadi Prahari wrote, “Now Arun Govil, who is BJP candidate from Meerut, is also saying that Modi Ji has some intention behind crossing 400 Does this mean there will be a change in the Constitution and the BJP will end reservation for Dalits and backward classes?” (Archived link)

Fake news peddler, IP Singh of BSP by sharing the video of Arun Govil asserted, “400 are needed to change the constitution. This means reservation will end. Now even Arun Govil has said it. Meaning Modi ji will do this. Meaning after 4 June, the constitution of revered Baba Saheb will end.” (Archived link)

BSP leader Lalji Verma wrote, “Listen to him… This is BJP candidate from Meerut, Mr Arun Govil. They are saying that it is necessary to change the constitution. Just yesterday, Baba Saheb’s birth anniversary was celebrated and since yesterday these people are talking about changing the Constitution, that is, they want to snatch away the rights of 85 percent Dalits and backward people.” (Archived link)

NSUI Rajasthan President Vinod Jakhar wrote, “After Lallu Singh, Jyoti Mirdha, Sadhvi Pragya, Anant Hegde, BJP candidate from Meerut Arun Govil is also saying that the Constitution will be changed. But we also want to tell the BJP people to look at the Constitution with their eyes raised. Remove BJP, save the Constitution.” (Archived link)

Handle Anshuman Sail Nehru wrote, “One more BJP Lok Sabha candidate talks of changing constitution if BJP comes back to power. It will be easy to change constitution if BJP gets 400 seats – Meerut BJP candidate Arun Govil Does the BJP want to end reservation and change constitution?” (Archived link)

Congress supporter Chikku wrote, “Another BJP Lok Sabha candidate, Arun Govil from Meerut, said that if the BJP secures 400 seats, it will be easier to amend the constitution. Does the BJP aim to abolish reservation?” (Archived link)

Fact Check

In our fact checking research, we found the full version of Arun Govil’s video tweeted by the official handle of Bharat News on X.

While interacting to the media, he was asked that Baba Bhimrao Ambedkar is the creator of the Constitution but the opposition is saying that if BJP comes to power, it will destroy the Constitution and will bring a new Constitution, to which he responded by saying, “No, when the Constitution of our country was made, there were changes made in it gradually as per the circumstances, as per the time. Isn’t it? So making that change is a nature’s sign. There is nothing bad in it because the circumstances were different at that time and are different today. If we have to make any changes in it (constitution) accordingly…and the constitution does not change as per the wish of one person, the change happens only when there is everyone’s consent.”

It was found that Arun Govil’s statement was misinterpreted and propagated that BJP will change the Constitution. Nowhere did he say that BJP will change the Constitution. He clearly meant that changes can be made in the Constitution if necessary. Apart from this, the belief that BJP will end reservation is also baseless.

Moreover, it is not that the Constitution has not been amended or changed till now. Article 368 of the Indian Constitution gives the Parliament the power to amend the Constitution.

Arun Govil's remark about amending the constitution found misleading. Also, Article 368 of Indian Constitution gives Parliament the power to amend the Constitution.
Article 368

A similar situation has happened earlier also when BJP leader Anant Hegde’s remarks on amending the Constitution were misinterpreted and unnecessary uproar was created by claiming that Anant had commented that the BJP would change the Constitution. Further details and a fact check report on this claim can be found here.

Conclusion: Arun Govil’s remarks have been misinterpreted to present a misleading narrative that the BJP will destroy the existing Constitution and create a new Constitution. He clearly said that if required, necessary changes will be made in the Constitution.
