What we found in our research
In our research we found that this is not the first time the Parliament has issued such directive. The same circular was issued in 2009 by the congress led UPA government.
The parliamentary bulletin once again issued the same circular in 2013, 2014, and 2021 to forbid dharna, strikes, and fasts in order to perform religious ceremonies.
Om Birla, the speaker of the Lok Sabha, yesterday on 15 July 2022, responded to the allegations made by the opposition and the left-wing media by breaking his silence and stating that “no allegations should be made without getting into facts.”
Additionally, he also made clear that similar circulars had previously been issued.
Hence, the claim that the no-protest rule inside Parliament is new is misleading. Circulars prohibiting protests inside Parliament have been issued before.
