Chandrashekhar Azad Ravan, the Co-Founder and President of Bhim Army, recently made a significant appearance in Jaipur, Rajasthan, where he delivered a speech to a gathered audience. During his address, he expressed the viewpoint that the presence of Muslims was instrumental in enabling Babasaheb Bhimrao Ambedkar to draft the constitution.
The Rajasthan Tak shared the event’s entire video, and during the recording at the 1 hour and 47-minute mark, Chandrashekhar commented, “Had the Muslims not voted for Ambedkar from Khulna in the Constituent Assembly, Baba Saheb Ambedkar might not have been the one to draft the constitution.”
Serial fake news peddler Sadaf Afreen (Archive link), a self-proclaimed journalist as per her Twitter profile, shared a video clip of Azad’s statement from the event. She summarized his words as, “Chandrashekhar Azad, Bhim Army Chief, underlined the significance of Muslims in Babasaheb Bhimrao Ambedkar’s constitution drafting process.” Afreen further remarked, “This perspective challenges those who question the involvement of the Muslim community in electing and sending Bhimrao Ambedkar to the Constituent Assembly.”
The claim made by the Chandrashekar Azad was also endorsed by the propaganda handles Nargis Bano (Archive link) and Haji Mehardeen (Archive link).
Fact Check
The ongoing debate centers on whether Dr. Bhimrao Ambedkar’s role in the Constituent Assembly pertained to the state of Bengal or Bombay. To better understand this, it’s crucial to examine the chronological sequence of events.
Ambedkar joined Bengal constituency in 1946
As per the details accessible on the Press Information Bureau (PIB) website, Baba Saheb Ambedkar assumed the position of a Labour member in the Executive Council of the Governor General of India in 1942. Subsequently, in 1946, he secured election to the Constituent Assembly, initially representing Bengal.
In 1947, he moved to the Bombay constituency
He held a seat that specifically covered the Jessore and Khulna constituencies of undivided Bengal within the Constituent Assembly. Notably, Muslim voters from the Khulna division played a pivotal role in electing Ambedkar in the Bengal constituency. However, due to the partition, these constituencies ended up falling within the borders of Pakistan.
Recognizing the vital importance of Ambedkar’s active involvement in the Constituent Assembly, he subsequently secured a position from the Bombay constituency in 1947, aided by the support of the Congress party.
Additional evidence supporting the shift in Dr. Bhimrao Ambedkar’s constituency allegiance comes to light from the minutes of a Constituent Assembly discussion held on October 11, 1949. These official records clearly show his link with the “Bombay” seat, proving that Ambedkar switched to representing the Bombay seat following the geographical modifications that resulted in Jessore becoming part of Pakistan.
Drafting of constitution began in 1947
Furthermore, according to information available on constitutionofindia.net, the Drafting Committee began scrutinizing the first Draft Constitution on October 27, 1947, about two months after Ambedkar entered the Bombay constituency on August 29, 1947.
As a result, it became evident that Dr. Ambedkar was indeed elected as a Constituent Assembly member from Bengal during its inception. However, the region from which he was elected became part of Pakistan after the partition. Subsequently, the Congress supported Dr. Bhimrao Ambedkar’s membership from the Bombay constituency. In essence, when the constitution was being formulated, Ambedkar was representing Bombay within the Constituent Assembly, rather than Bengal.
Hence, the assertion that Ambedkar obtained the chance to compose the constitution solely through the votes of Muslims is inaccurate and misleading.
