A video has gone viral on X, showing a man using the Indian flag to dust a table and chair. Social media users are sharing the clip, claiming that it is from Andhra Pradesh and that the individual disrespecting the national flag is the Deputy Registrar of Anantapur.
Lautan Ram Nishad claimed, ‘This is Anantapur Deputy Registrar… Share it till his arrogance subsides, see how he is insulting the national flag. This Anantapur is probably from Andhra Pradesh. Such insult of the national flag by an officer is worrying.’

We began our fact-checking process by conducting a reverse image search of the viral video. During this search, we found an article published by Odisha Bytes in January 2023. The article reported that an executive officer (EO) of a panchayat in Odisha’s Puri district was caught using the Indian National Flag to clean office furniture.
The video, which went viral on social media, showed Prashant Kumar Swain, the executive officer of Simili Panchayat under the Gop block, using a cotton Tricolour as a dusting cloth. He was seen cleaning chairs, tables, his mobile phone, and even cobwebs on the walls with the flag. However, the video did not specify when the incident occurred.
After the video gained traction, Swain released another video apologizing for his actions. He admitted his mistake and expressed remorse, stating, “Due to work pressure, I unintentionally misused our National Flag. I deeply regret my actions and seek forgiveness from my fellow countrymen. I promise not to repeat this in the future.”
We also found a report by The Times of India, published on January 13, 2023, which stated that Swain, a Panchayat Extension Officer (PEO) of Simili Gram Panchayat, was detained at the Konark police station in Puri district. Following a complaint by Minati Sahu, a Panchayat Samiti member, the police registered a case against Swain under Section 2 of the Prevention of Insult to National Honour Act, 1971. This act prescribes imprisonment of up to three years for insulting the national flag.
