On social media, a screenshot of the electoral roll is going viral. It is being claimed that at booth number 136 in Rajasthan’s Jhotwara assembly, out of 1409 registered voters, more than 140 voters are registered as house number 00 or 999999. With this claim, it is being suggested that there were irregularities or discrepancies in the electoral roll in Jhotwara, and this is the reason why Congress candidate Anil Chopra could not lead here.
Sharing the screenshot of the electoral roll, INC worker Aditya Goswami wrote, “A total of 1409 voters are registered at Booth No. 136 in Jhotwara assembly, Jaipur Rural out of which more than 140 (approx 10%) have their house number listed as ‘00’ or ‘999999.’ Congress candidate Anil Chopra led in all the assembly segments of Jaipur Rural except Jhotwara.”
Congress Kerala stated, “Dear @ECISVEEP, We request you to hold an urgent press conference with our favourite CEC Gyanesh Kumar Ji to explain house numbers 999999 in villages near Jaipur. Our guess is that these are people living in cloud storage.”
Prateek Singh asserted, “While reviewing the voter list of the Jhotwara Assembly constituency in the Jaipur Rural Lok Sabha area today, I examined the list for booth number 136. The facts that emerged during the inspection were extremely shocking and appear to be a serious case of vote theft or the addition of fake votes. The list records a total of 1409 voters, of which more than 140 (approximately 10 percent) have their house numbers listed as either “00” or “999999” — which is practically impossible. Now it is clear how the BJP won the Jaipur Rural Lok Sabha election!”
The same claim was also shared by other handles like Rakesh Chopra and Nishant Dhankad.

In the start of our research, we examined the voter lists, and searched for the EPIC number on the Election Commission’s official website. With the help of the EPIC number, we were able to contact Booth Level Officer (BLO) Ashish Kumar Sharma.
He told us that the voter list in question is from Niwaru village in Jhotwara tehsil. It is a rural area, and the gram panchayat has not allotted house numbers to many houses in the village. Therefore, voter ID cards made before 2020 show default house numbers 00 or 999999. Some newly built houses, which have water connections or ration cards, were given house numbers, but many old houses in the village have still not received house numbers. He further informed that house numbers are now being allotted in the village, and the process of updating the voter list is underway.
While speaking to BLO Ashish Kumar, he shared the contact details of some voters of Niwaru village. Among them, we contacted 54-year-old Prabhudayal, who is a resident of Niwaru village of Tehsil Jhotwara since birth and works as an electrician. While talking to him, we asked him why the house numbers of his village are recorded as 00 or 999999 in the voter list? He explained that in his village, being a rural area, many houses don’t have house number. When he applied for the voter ID card, there was no house number, so he did not give it. Since most of the villagers do not have house numbers, numbers like 00 and 999999 are recorded instead of the house number. But now, the newly built houses are getting their house numbers entered in the voter list.
He further told us that now village has moved from the Gram Panchayat to Jaipur Municipal Corporation, so they will be allotted house numbers.
After this, we contacted voter Suchi Kumar and spoke to her husband Sunil Kumar. He stated that the area whose voter list is being shared comes under the Gram Panchayat. House numbers have not been allotted here. His village came under Jaipur Municipal Corporation about six months ago. He also clarified that there are no fake voters registered in the voter list here.
Besides, we contacted Nandkishore, the husband of voter Mamta and Sanatan Kumar Sharma, brothet-in-law of voter Jyoti Sharma. From them too, we got the same information as we got from other voters and BLOs, that since the village was under the gram panchayat, there were no house numbers. But now that the village has come under the municipal corporation, everyone will be allotted plot numbers.
Lastly, we contacted former village head Surendra Sharma. In the conversation, he told that newly built houses have been given house numbers, but very old houses have still not got numbers because the village earlier came under the Gram Panchayat.
In conclusion, the voter list of Niwaru village located in Jhotwara tehsil is being circulated with false claims. There is not a single fake voter in this voter list. In reality, Niwaru village earlier came under the Gram Panchayat and the villagers were not allotted house numbers by the Panchayat. Therefore, their house numbers in the system were recorded 00 or 999999 by default. However, about six months ago Niwaru village was moved under Jaipur Municipal Corporation, due to which the villagers will now be allotted house numbers.
