In recent years, the topic of bulldozers has become a subject of discussion in Indian politics. Some have gotten bulldozer tattoos, while others have composed songs about it. The bulldozer has started making appearances not only in election campaigns but also in wedding ceremonies. Yogi Adityanath is credited with establishing this association with the bulldozer.
In reality, in the year 2017, the Bharatiya Janata Party achieved a resounding victory in the Uttar Pradesh Legislative Assembly elections. Yogi Adityanath, the Member of Parliament from Gorakhpur, became the Chief Minister of Uttar Pradesh. Yogi talked about improving law and order in the state. Since 2017, bulldozers have been active, demolishing the assets of mafias, goons, history-sheeters, and troublemakers in the state. In the 2022 Uttar Pradesh elections, Samajwadi Party leader Akhilesh Yadav referred to Yogi as “Baba Bulldozer,” after which the BJP intensified the promotion of the bulldozer. The BJP secured a victory, winning 273 out of 403 seats in 2022, forming the government once again. Yogi Adityanath became the Chief Minister for the second consecutive term. The success formula of the Yogi government in UP has been adopted by other states as well.
However, there are often allegations that the bulldozer is only targeting the Muslim community. It is claimed that it operates only in their neighborhoods. In 2022, AIMIM leader Asaduddin Owaisi posted on social media, accusing that if a bulldozer operates, it will operate on Ahmad and Ansar, but will never operate on Ajay and Arjun. Shops in front of the mosque were demolished, but those near the temple were spared. Why?
In June 2023, Samajwadi Party chief Akhilesh Yadav stated in a statement that the BJP’s politics is such that if someone is poor, backward, socialist, or Muslim, then a bulldozer will act on him. BJP members can do anything, and nothing will happen against them. In February 2023, Al Jazeera published a report titled ‘India’s bulldozer regime is evicting Muslims, killing justice.’ The report highlighted selected cases from Delhi, Haldwani in Uttarakhand, Lakhimpur in UP, and certain incidents in Madhya Pradesh, stating that the Bharatiya Janata Party’s bulldozer is undermining the concept of justice for Muslims.
So is it true that bulldozers are used only on Muslims? let us investigate these allegations in this report.
1. Police bulldozers run on Vikas Dubey’s house
In Kanpur, bulldozers were used to take action against the notorious criminal Vikas Dubey, who was responsible for the deaths of eight police officers. The police utilized the same bulldozer that had blocked the police path on the road at night. Inside his house, two luxury cars worth ten to fifteen lakhs and two tractors were also destroyed.

In Ujjain, Madhya Pradesh, during the rape case involving a 12-year-old girl, main accused Bharat Soni’s illegal construction faced bulldozer action. The accused had illegally occupied government land in the Nanakheda area of Ujjain, where he had been living with his parents, brother, and sister-in-law for several years.

9. Bulldozer runs on the house of the accused of raping a six year old innocent girl in Morena
In Morena, Madhya Pradesh, a six-year-old innocent girl, who had come to a neighboring shop to buy a bundle of beedis for her father, was raped by 31-year-old shopkeeper Rinku Sharma. The blood soaked girl reached home crying and narrated her ordeal. After this, there was panic from the village to the administrative corridors. The accused absconded along with his entire family. Within four hours, the administration razed the illegal construction to the ground by running a bulldozer on the miscreant’s house.
10. Bulldozer action at the residence of the accused in the Maihar Gangrape case
On July 29, 2023, in the Maihar area of Satna district in MP, two youths gang-raped a 10-year-old girl. After the incident of gang rape with a minor, the state’s CM Shivraj Singh Chouhan ordered bulldozer action at the homes of the accused. The accused Ravindra Chaudhary’s house in Udaipur was razed, and similarly, bulldozer action was taken at the residence of Atul Badhulia in Malian Tola.

In Bhind, Madhya Pradesh, a bulldozer was used to demolish the building of the illegal Arkadee School run by the accused school operator Pawan Sharma after he kidnapped and murdered an 11-year-old innocent on November 7, 2022.

13. Bulldozer action on BJP Leader’s Home in Lalitpur, Uttar Pradesh
On January 8, 2023, the administration demolished the construction work being carried out on public roads by Vikram Jain Bajaj, district vice-president of BJP Minority Morcha and former Mandal president, by operating a bulldozer.
14. Bulldozer Action Against Illegal Construction of BJP District Vice-President in Varanasi
On August 11, 2022, VDA’s bulldozer ran on the illegal construction of BJP District Vice President Akhand Pratap Singh alias Satyaprakash Singh. Just two days ago, some women had taken action against illegal construction. After which the District Magistrate and VDA VC started investigating the matter and on confirmation of illegal construction, demolition action was taken.
15. Bulldozer action at the Home of Inspector Jagat Narayan Singh, Accused in Manish Gupta Murder Case
UP Police Inspector Jagat Narayan Singh, along with three other policemen, had beaten Kanpur businessman Manish Gupta to death in Gorakhpur on 27 September 2021. In this case, a bulldozer ran on the house of Police Inspector Jagat Narayan Singh, the accused lodged in Tihar Jail.
16. Demolition of PSP Leader’s Guest House in Kanpur
In Kanpur, Pragatisheel Samajwadi Party leader Vinod Prajapati had illegally occupied about two thousand square yards of land and operated a guest house for 20 years. Despite several notices in the matter, the administration ordered demolition on September 7, 2022, and the entire guest house was bulldozed with four bulldozers.
17. FIR Against 14 Major Land Mafias in Barabanki, Bulldozer Action Taken
On June 4, 2022, FIRs were registered against 14 major land mafias in Barabanki, UP, and action was taken to free government land from their control. Royal Paradise’s illegal construction in Aseni and irregular construction on the land of Durga Prasad, Chotelal, Babulal were demolished.
18. Bulldozer action on houses built illegally on pond land in Chandauli
In Pasaai village, Chandauli, UP, several houses built illegally on government pond land were demolished by operating a bulldozer. The houses of Rajnath Rajbhar, Narendra Rajbhar, Ashok Kharwar, Sarangdhar Dubey, Ramesh Kharwar, Harvansh Gond, Mithai Kharwar, Lalita Rajbhar, Ramjanam Rajbhar, Kamala Devi, Santu Rajbhar, Achhelal Kharwar, Lahiri Kharwar, Kedar Singh, Dinesh Singh, Sadan Yadav, Ajit Singh, and Gama Yadav were demolished.
19. Illegal colonies being established in 65 bighas in Bareilly were demolished
On December 19, 2023, the administration used bulldozers to demolish illegal colonies covering 65 bighas in the village of Chandrapur Bichpuri, connected to the Ramganga Sector Scheme in Bareilly. The BDA enforcement team demolished the construction, including the site office, with bulldozers.
20. Bulldozer runs on the marriage lawn of land mafia Kamlesh’s associate Dinanath
On 23 November 2023, the police and administration team took a bulldozer action on the marriage lawn of Dinanath, an associate of land mafia Kamlesh Yadav in Gorakhpur, located in Kusamhi. The cost of the marriage lawn was estimated at Rs 10 crore. This property worth crores was created from illegal earnings.
21. Bulldozer runs on the luxurious house of land mafia Yashpal Tomar in Baghpat
In Baghpat, Uttar Pradesh, on May 15, 2022, action was taken to demolish the luxurious house of the land mafioso Yashpal Tomar. Yashpal Tomar had illegally constructed an opulent house by encroaching on the pond’s land, and a bulldozer quickly razed it to the ground.
22. Bulldozer runs on illegal property worth crores in Noida
In Noida, a bulldozer was used on December 7, 2022, to demolish illegal properties worth crores. The land mafia had encroached upon the authority’s land, constructing unauthorized shops, which were subsequently demolished to free up 10 crore worth of land in the submerged area.
23. Bulldozer runs into the house of the accused in the Akshay murder case in Gwalior
On July 11, 2023, 17-year-old student Akshay Singh Yadav was shot dead in Gwalior, Madhya Pradesh. Since then the whole city was in anger. Demands for strict action against the accused started rising. The police arrested all the seven accused in this case, in which the administration gave a strong message by demolishing the house of Sumit Rawat and mastermind Bala Surve.
24. Bulldozer hits the house of Patwari who killed his uncle and brother by running over Bolero
On April 28, 2023, in Singrauli district of Madhya Pradesh, the house of the accused who killed a father and son by crushing them with a Bolero vehicle over money transaction was demolished in the presence of the administration. The accused was in possession of government land. Accused nephew Ajay Gupta had killed his uncle and his son, a resident of Jabalpur, by running a Bolero jeep over them.
25. Bulldozer runs on the house of rape accused who fled from court
In Gwalior, Madhya Pradesh, the houses of two convicts, Mukesh alias Mukki and Golu alias Bhagwan Parihar, who entered the house with the intention of stealing and gang-raped the landlord’s daughter, were razed to the ground by the district administration. The accused had fled after being sentenced to 25 years in the court and later surrendered when the pressure increased.
26. CM Dhami’s bulldozer attacks illegal traders and drug smugglers in Uttarakhand
On December 23, 2022, Khalsa Dhaba operator Baldev Singh alias Kale was sent to jail for smuggling smack in the Pulbhatta police station area of Udham Singh Nagar. After this the police got the accused’s dhaba investigated. It was revealed that some parts of the dhaba has been built by illegal encroachment on NH land. The police used bulldozers on the encroached land and demolished the construction.
27. Bulldozer runs on the property of doctor’s murderer
In September 2023, a doctor was brutally attacked and murdered with sticks in a land dispute in Sultanpur, UP. After this, a reward of Rs 50 thousand was declared on the main accused. The administration also took action to demolish the illegal encroachment by using bulldozers.
28. Bulldozer runs on the house of murder accused in Jodhpur
After the BJP government came to power in Rajasthan, bulldozer action is being taken there also. On January 11 itself, the administration got a bulldozer working on the house of the accused of murder of a woman in Lamba village of Jodhpur district. The house of accused Anil Bishnoi is built on a pasture. The villagers had complained to the administration regarding this, after which a notice was given to remove the encroachment.
29. Bulldozer runs into house of double murder accused in Azamgarh
In September 2023, Rashid and his son Shoaib were shot dead in a shop dispute in Azamgarh. Police had registered an FIR against textile businessman Dinesh Gupta, his sons, and his wife in this case. After this, the entire house was demolished by the police using bulldozers on the house of the accused. Along with this, two accused were arrested.
30. Bulldozer hits the house of those who brutalized the girl in the park
UP Police has used bulldozers on the houses of seven people in Hamirpur. These accused had brutalized the girl who had come to the park with friends. There were some other associates along with him who are absconding. The police arrested seven accused and sent them to jail. According to police sources, all the accused whose houses were bulldozed by bulldozers had encroached illegally, which has been demolished.
Apart from this, there are many media reports which show that bulldozer action has also been taken against non-Muslims. However, there is an attempt in Indian politics to set a narrative that Muslims are being targeted, and they are not safe in this country. Similar sentiments were echoed during the partition of India in 1947 by Mohammad Ali Jinnah, leader of the Muslim League, predicting that Muslims would not be safe in independent India. Today the same points are being repeated while mentioning selected cases.
In December last year, an interim ban was imposed on the demolition of settlements in the Akbar Nagar area of Uttar Pradesh’s Lucknow, situated on the banks of the Kukrail River. This case has been extensively publicized, highlighting that bulldozers are being used against Muslims here. Sayyad Uzma Parveen wrote on Twitter, “Today, the colony of 40 thousand Muslims is being destroyed in Lucknow Akbar Nagar, the capital of UP. Today when we reached there and tried to stop the bulldozer, the police lathi charged.”
Whereas in the area of Kukrail river there is a large population of Hindus along with Muslims. In fact, the state government wants to return the original form of Kukrail, one of the 27 tributaries of Lucknow. Kukrail river is ancient. It originates near Sai river. With time, drains were opened in it. Due to accumulation of silt in the bed of the original river, the sources providing water to it got closed. People started considering it as a drain. Now the silt will be cleaned and its original clean water stream will be returned back. That is why encroachment is being removed from here.
Besides, the UP government is also giving appropriate compensation to the displaced people of Kukrail river of Akbarnagar I and II. According to the report published on Live Hindustan on December 10, 2023, 82 people took the forms of Pradhan Mantri Awas Yojana in the special registration camp for housing. This includes Hasin Jahan of Akbarnagar I, Qutubuddin Beg, Latif Khan, Mohd. of Akbarnagar II. Shafiq, Madhu Sonkar, Ram Khilavan, Rajesh Shilpakar, Ramesh Kumar got their house registered by depositing Rs 5,000 along with the documents. 21 displaced people who came to the camp registered for Duda Asara accommodation.
Amrit Vichar’s report of January 8, 2024 states that the Lucknow administration has also started allotting houses. Special camps are being organized for this. At the same time, it has been told in the 4 months old Dainik Bhaskar report that houses will be provided to the occupants of illegal settlements. This shows that the administration had already started the process of providing housing to the displaced people of all communities.
Apart from this, it has also been told in the report of Amar Ujala on December 20, 2023 that more than 50 of the families who entered into the Kukrail Riverfront in Akbarnagar and built houses illegally, had already taken houses cheaply from the LDA under the Pradhan Mantri Awas Yojana. Even after this, illegally constructed houses are not being vacated. People of the colony told that these PM houses were allotted through DUDA under LDA’s Shardanagar scheme.
However, it is often alleged that the BJP and its governments do not believe in the judiciary. If someone is a criminal then the court will punish him. What will the courts do if bulldozers are used on someone’s house in rape or murder cases? Actually, bulldozer is not the punishment for any crime in India. For example, in Uttar Pradesh, bulldozer action is taken under the ‘Uttar Pradesh Urban Planning and Development Act 1973’. Under Section 27 of this law, the administration has the right to demolish illegal properties. If an accused has done any illegal construction, then a bulldozer is run on his property.
According to an officer in Lallantop’s report, such action is symbolic. To give a message to the society, the message is that the government and administration are serious about law and order. They have a tough stance on crime, however, bulldozing property is carried out only after it is confirmed that the construction is illegal. Such action is not related to the main case. It’s hearing is conducted separately.
According to the report of Dainik Bhaskar, if the criminal is continuously absconding after committing the crime, he is not surrendering even after the police warrant is issued. Then the administration orders the attachment of his property under Section 83 of the Code of Criminal Procedure i.e. CRPC. Advocate Prince explains, “Only property can be confiscated under the rules of CRPC. Many times the criminal remains absconding for a long time and does not care about his property. In this condition, the administration sometimes demolishes the building.”
In simple words, the administration is taking bulldozer action only in case of illegal construction, which is why in June 2022, the Supreme Court had refused to ban bulldozers in UP. The Supreme Court has told the UP government that any action should be taken within the limits of the rules. The person concerned should be given timely notice and then the right to reply.
