Manipur: Head constable suspended following viral videos revealing connections with armed miscreants

On February 15, 2024, chaos erupted in Manipur’s Churachandpur district when a furious mob tried to storm the SP office, resulting in one person losing their life and more than two dozen others getting hurt. The unrest followed the suspension of Head Constable Siamlalpaul, a member of the Kuki-Zo community. However, some social media users, while justifying the violence that occurred in the SP office claim that the suspension of Head Constable Siamlalpaul is unjust.

An X handle named Thangminlun Haokip while sharing a video of a protest wrote, Social unrest and uproar at Lamka tonight over unjust suspension of Head Constable Siamlalpaul! Over 25 casualties reported till now!

Another X handle named Kuki Inpi shared a video and wrote, The discriminatory suspension of the Head Constable Siamlalpaul fueling Public outrage in Lamka. It is a shame for India to turn a blind eye to the wanton misuse of power and authority by the Manipur state government against the minority Kukis.

During our investigation, we first did a keyword research with the relevant keywords. In the process, we stumbled upon a compelling report by NorthEast Now, dated February 15, 2024. According to this report, a viral video on social media showing a Manipur police Constable of Churachandpur District Police with armed miscreants sitting along with Village Volunteers surfaced on February 14, 2024.

In response to this unsettling revelation, Shivanand Surve, the Superintendent of Police for Churachandpur District, Manipur, took swift action. On February 15, 2024, he issued a suspension order against the Head Constable involved in the video, named Siamlalpaul. Shivanand Surve detailed in an office memorandum that a departmental inquiry, as per Rule 66 Part-III of the Assam Police Manual (APM), is being contemplated against Head Constable Siamlalpaul from Churachandpur District Police. The Head Constable was placed under suspension from his service with immediate effect and until further orders.

Later on, our investigation led us to a report from India.com, dated February 16, 2024. This report highlighted that Head Constable Siamlalpaul faced immediate suspension by Churachandpur SP Shivanand Surve. The reason for this action was a viral video showing him alongside “armed men” and “sitting together with village volunteers” circulating on social media.

Following our investigation, we obtained the official suspension order from X. The order reads, a departmental inquiry under Rule 66 Part-III of the Assam Police Manual (APM) is being contemplated against Head Constable Siamlalpaul of Churachandpur District Police, as a video is viral on social media showing him making a video with armed miscreants was seen sitting together with village volunteers on February 14, 2023. This Tantamount to very grave misconduct, being a member of disciplined police force. Now, therefore, the undersigned as empowered under Rule Part-III of APM do hereby place Head Constable Siamlalpaul Churachandpur District Police under suspension from his service with immediate effect and until further orders.

After this, we stumbled upon photographs on X showcasing Head Constable Siamlalpaul in the company of armed miscreants, providing visual evidence that contributed to his suspension. These images shed light on the concerning association between the police officer and individuals involved in unlawful activities, prompting the decisive action taken against him.

Hence, all these points prove that the suspension of Head Constable Siamlalpaul in Manipur is not unjust but, in fact, entirely justified as he was seen making videos with the armed miscreants responsible for the unrest in Manipur.
