A news is going viral on social media stating that the central government has downgraded Z+ security cover of former Prime Minister Dr. Manmohan Singh’s wife, Gursharan Kaur. This news has sparked a widespread criticism online, with many users expressing concern over the alleged move of the Central government.
Along with this claim, Sachin Yadav wrote, “The Prime Minister has crossed all limits of indecency today. He removed the security of Manmohan Singh’s wife. In our fact-check research, we searched related keywords and found a report by The Indian Express dated April 5, 2025. According to the report, former Prime Minister Dr. Manmohan Singh’s wife, Gursharan Kaur, has not been stripped of her Z+ security. Instead, it has been downgraded to Z category, which is to be provided by the Central Reserve Police Force (CRPF).
In India, the security of former prime ministers and their families is reviewed from time to time, which is a standard procedure. A threat assessment was conducted last week, and no recent threat was found. Therefore, the Ministry of Home Affairs reduced Gursharan Kaur’s security to Z category. Her security has not been removed, only brought down to a step lower level.
Z+ security includes more personnel and resources, while Z category is also a high level of security but with fewer resources. Under the current arrangement, Gursharan Kaur will have 6 gunmen deployed for mobile security and 2 security personnel stationed at her residence. This is not the first time her security has been changed. In 2019, the SPG (Special Protection Group) cover for Manmohan Singh and his wife was removed and replaced with CRPF’s Z+ security.
Further, we found that according to the Special Protection Group Act, 1988, former Prime Ministers and their immediate families are provided SPG security for one year immediately after the Prime Minister demits office. After this one-year period, SPG security can be extended based on the threat level, for which a threat assessment is conducted by Central Government agencies.
During the threat assessment, the Central Government considers whether any threat originates from a militant or terrorist organization or any other source. The gravity and continuity of the threat are then reviewed. This threat assessment is conducted at least once every 12 months.
In conclusion, Gursharan Kaur’s security has been downgraded following a threat assessment. This threat assessment is a security procedure that is conducted from time to time. Based on the review of the threat assessment, it is decided whether the security should be upgraded or downgraded. Since no threat was found in Gursharan Kaur’s assessment, her security has been reduced.
